To troubleshoot most Windows USB connectivity issues, you can try uninstalling the drivers for USB. They get automatically reinstalled once the computer reboots.
To do so, open Device Manager. You can do that by pressing Windows Key + X and choosing Device Manager from the list. Locate the device driver (under Universal Serial Bus controllers) and right-click the ones regarding to Thunderbolt 3 Hubs. Choose Uninstall device to remove the driver.
Once you uninstall the drivers, power cycle your device.
