Why does the QC 3.0 port not charge on the GEN2 18 Port?

In order to charge through the QC 3.0 port on the GEN2 18 Port Hub, there must be power (either through USB-C or the 180W DC power supply) plugged in. It will not work when the Hub is just connected to the computer.
