Can it run and recharge at the same time?

iUSBport Mini can be recharged from the USB wall charger or external battery charger and run it at the same time.  But it does not apply when it is plugged into USB port on computer.

 

The WiFi and Charing LED are keep flashing ( charging and operating at the same time)
